keytool is used when the user specifies SONAR_ROOT_CERT

Identify possible solutions:

  • embed keytool in the repo (consider multiple OSes)

  • retrieve keytool from the web

    • wget or curl should be available

    • what about runners that have no/restricted access to the web?
